APSCHE warns colleges against collecting excess fees and other violations

Andhra Pradesh State Council of Higher Education (APSCHE) has warned colleges in the State against collecting excess fees beyond the limit fixed by the competent authority.

In a statement, the Council Secretary B. Tirupati Rao said it had come to the notice of the Council that certain higher educational institutions were indulging in irregular practices such as collecting fees from students over and above the fee structure fixed by the competent authority, retaining students’ original certificates such as Transfer Certificate, SSC, Intermediate, Degree-, Migration-, Caste- and Income certificates at the time of admission and demanding full payment of tuition fee from candidates who wish to move from one college to another during the second or later phases of counselling.

Prof. Rao said such practices were in violation of statutory norms, contrary to the guidelines issued by the University Grants Commission and have been declared illegal by the courts of law. He said any violation of these instructions will attract stringent action.

He also directed the institutions to display prominently the approved fee structure on their notice boards, websites and in admission-related communications and to issue clear instructions to their admission staff to refrain from retaining students’ original certificates or demanding advance or full fee in violation of the rules.
