Delhi University issued safety guidelines on Wednesday for colleges, hostels, and centres organising events during the festive season.
The move comes three years after an incident at Miranda House, where men were seen scaling walls and engaging in “catcalling and sloganeering” during the Deepavali mela, prompting widespread outrage over campus safety. In the advisory, DU Proctor Manoj Kumar Singh announced that two liaison officers will be appointed by the university to coordinate with the Delhi police – one each for the North and South Campuses. Colleges hosting events have been advised to designate their own liaison officers for coordination and crowd management.
The guidelines also recommend that colleges issue social media advisories outlining key details such as traffic arrangements, designated entry and exit gates, and other event logistics.
“Every event must have a first aid team, a static ambulance, and fire safety measures in place within the college, hostel, or designated venue,” the advisory said. Separate entry and exit gates should be designated for VIPs and general attendees, with contingency routes planned and rehearsed in advance alongside volunteers and private security personnel.
To bolster security surveillance, colleges should instal CCTV cameras, particularly at gates. The advisory makes it clear that the responsibility for event management and security lies with the respective colleges or institutions. “Delhi Police, as part of its mandate, is tasked with maintaining overall law and order, and not providing security cover to private events,” it stated. Institutions have been asked to engage trained security guards and bouncers in sufficient numbers to ensure the safety of all participants.
