The Delhi government on Thursday announced the reorganisation of revenue districts, increasing the existing 11 to 13 as part of a major overhaul to strengthen administration and ensure smoother delivery of public services.
The decision was taken during a Cabinet meeting chaired by Chief Minister Rekha Gupta. According to the Chief Minister’s Office, the restructuring aligns revenue district boundaries with 12 zones of the Municipal Corporation of Delhi (MCD) and aims to eliminate long-standing jurisdictional confusion between the two systems.
The 13th district, New Delhi, will comprise the New Delhi Municipal Council and Delhi Cantonment areas, which fall outside the MCD.
Ms. Gupta said earlier governments had left the issue unaddressed for years, resulting in delays in service delivery, overlapping jurisdictions, and difficulties in land-record management. “After the reorganisation, the boundaries of all 13 districts will fully align with those of the Municipal Corporation, New Delhi Municipal Council (NDMC), and the Delhi Cantonment Board, bringing clarity to governance and improving inter-departmental coordination,” she said in a statement.
Under the new structure, the number of districts will increase to 13 and subdivisions from 33 to 39.
The government also reiterated its plan to establish modern, multi-departmental mini secretariats in each district so citizens can access a wide range of services at one location, instead of visiting multiple offices.
‘Historic step’
The new secretariats will make monitoring and reviewing by district officials more effective, Ms. Gupta said. She termed the decision a “historic step” towards adapting Delhi’s administrative system to the requirements of the 21st century.
As part of the reorganisation, almost all existing district boundaries have been redrawn. Shahdara district has been merged with the North-East district, while three new districts – Old Delhi, Central North, and Outer North – have been added.
An official notification is expected to be issued after Lieutenant-Governor V.K. Saxena’s approval.
