A man has approached the Delhi High Court after his six-year-old son was mauled by a pet Pitbull dog, seeking immediate medical relief, compensation and strict action against the dog’s owner. He also sought action against government agencies for failing to prevent repeated attacks.
According to the petition, filed through advocate Avadh Kaushik, the boy, Devansh Kumar, a pre-school LKG student born in 2019, was playing outside his home in the Kirari-Nangloi area on November 23 when the dog, owned by one Rajesh Pal, “ferociously mauled and attacked him”, dragging the child across the street.
The petition states that the animal bit off the child’s left ear and carried it away in a mutilated condition, and inflicted multiple other serious injuries. The child is currently admitted to Safdarjung Hospital and has undergone multiple surgeries. The doctors have informed that more procedures are necessary, according to the petition.
It also states that the boy is at heightened risk of infectious diseases, including rabies, and that his amputated ear is too badly mutilated to be restored surgically, leaving him with a permanent disability.
Mr. Kaushik, who has taken the case pro bono, said the father, Dinesh Kumar Roy, is a daily-wage labourer earning and living with his wife and two minor sons in an economically weaker section neighbourhood, and the father is unable to meet mounting medical expenses.
The petition claims Safdarjung Hospital is unable to supply several prescribed medicines, saying they are out of stock, forcing the family to buy drugs privately, which the father cannot afford.
It has sought direction from the government and the dog owner to bear all medical expenses, including follow-up care and any treatment.
