Andhra Pradesh DISCOMs to refund ‘true-down’ charges amounting to ₹924 crore to retail consumers

The Andhra Pradesh Electricity Regulatory Commission (APERC) ordered the refund of net Fuel & Power Purchase Cost Adjustment (FPPCA) charges amounting to nearly ₹924 crore for FY 2024-25 to the retail consumers in 12 Equal Monthly Instalments with effect from the bills payable for November, 2025.

An APERC release on Saturday (September 27, 2025) said it was the first time since the Commission’s formation in 1999 that the payment of ‘true-down’ amounts (relieving the burden imposed in the form of ‘true-up’ charges) had been ordered. 

It was mentioned that the APERC had approved an FPPCA true-up of ₹1,864 crore as against ₹2,759 crore, which represents a reduction of ₹895 crore. However, the DISCOMS collected ₹2,787 crore at 40 paise per unit monthly during the FY 2024-25. The net FPPCA charges to be refunded have been arrived at after accounting for those amounts. 

Further, the APERC release said the three DISCOMs put together claimed power purchase costs (as per the filings) amounting to ₹45,476 crore against ₹34,517 crore that was approved in the retail supply tariff order for 2024-25. 

The total loss claimed by the DISCOMs was 10.17% whereas the APERC had approved a loss of 9.84% in its tariff order. The true-down charge to be adjusted by the DISCOMs per kWh are SPDCL ₹0.1328, CPDCL ₹0.1343 and EPDCL ₹0.1312.
