‘Choo-Man-Tar’, a gaming app to let children know about their rights and sniff danger from touch, was launched in Arunachal Pradesh on Saturday (November 1, 2025).

An initiative of Chief Minister Pema Khandu, Home Minister Mama Natung, and Director General of Police Anand Mohan, the app uses an interactive game, modelled after Ludo and Snakes and Ladders, to teach personal safety.

The slogan of the app is, “Good touch, bad touch ka antar batayega Choo-Man-Tar, where the hyphenated words mean ‘touch, mind, and transform’ through which a child can learn the difference between the two kinds of touches.

Mr. Khandu said the app will help children understand the difference between good touch and bad touch, and make learning fun while promoting empathy, safety, and confidence.

While playing games on the app, children will learn that it is important for them to say no to those who misbehave with them and report the matter to their parents, teachers or call the child helpline number 1098. The app also educates children by sharing information about laws on child rights, child marriage, the safety and security of children, including the Protection of Children from Sexual Offences Act.

“Parents too can play the games and learn how they can ensure safety for their children,” the Chief Minister said during a function at Singchung in the West Kameng district.

He launched two other apps — Yakatopia and Yodha Bandhu — simultaneously. The first is a digital platform for ease of tourism, and the second provides tele-counselling and awareness to youth affected by substance abuse.

He also warned people involved in the alleged misappropriation of government funds in the land acquisition process along the Lada to Sarli stretch of the Frontier Highway along Arunachal Pradesh’s border with China.

He said that he ordered the constitution of a high-level committee to investigate the allegations. “I have also given directions that, based on the preliminary report, all held responsible for the fiasco be suspended with immediate effect for a free and fair enquiry,” he said.
