The Governor is the proper person to answer the question on why Bills passed by the Kerala Legislative Assembly are on hold without receiving his nod, Speaker A.N. Shamseer said on Sunday (September 14, 2025).

Mr. Shamseer was replying to questions from the media during a press conference held in connection with the Assembly session starting on Monday (September 15, 2025).

Pointing out that he was not the right person to reply on why the Bills passed by the Assembly were pending without the Governor’s “assent or dissent,” he urged mediapersons to put the question to Governor Rajendra Vishwanath Arlekar.

“You ask him whether it is right to put on hold a Bill which has been passed after hours of discussion,” Mr. Shamseer said, pointing out that the Bills represented the aspirations of the State Legislative Assembly and the people of Kerala.

The Kerala State Private Universities (Establishment and Regulation) Bill, 2025, and the Kerala University Laws (Amendment) Bill, 2025, were passed by the Legislative Assembly in March this year. However, the Governor had not given his assent to them. In early September, Mr. Arlekar had referred the Bills to the President.
