Prime Minister Narendra Modi asked whether “open support” of terrorism by some countries was acceptable, as he addressed the summit meeting of the heads of state of the Shanghai Cooperation Organisation (SCO), in Tianjin on Monday (September 1, 2025).
Addressing the meeting chaired by Chinese President Xi Jinping, Mr. Modi said the ‘S’ in SCO should also stand for security, and mentioned the April 22 Pahalgam terror attack, where 26 civilians were killed. He said that India has been bearing the brunt of ruthless terrorism for the last four decades and saw its disgusting face in Pahalgam.

“We must clearly and unanimously state that no double standards on terrorism will be acceptable. We must jointly oppose terrorism in all its forms and colours. This is our duty towards humanity,” the Prime Minister said, adding, “Terrorism was not just a challenge to the security of a country, but a common challenge for the entire humanity.”
The Prime Minister also underlined the need for coordinated action against terror financing and radicalisation and thanked member countries for their strong solidarity in the wake of the Pahalgam terror attack.
Mr. Modi highlighted connectivity projects and opportunities, including initiatives such as the Chabahar Port in Iran and the International North-South Transport Corridor. Through these, connectivity with Afghanistan and Central Asia can be enhanced, he said.
The Prime Minister also expressed support for the reform-oriented agenda of the group. In this regard, he welcomed the setting up of centres to deal with organised crime, drug trafficking and cyber security. He called for a similar approach to reforming multilateral institutions, including the United Nations.
He further thanked Mr. Xi for his warm hospitality and congratulated him on the successful organisation of the summit, besides congratulating Kyrgyzstan on taking over the SCO Presidency.
